HOUSING, HEALTH AND EXTREME EVENTS:

DEVELOPING GOOD PRACTICE AND SOUND POLICY

Parallel Session D 14.50

Hendrina Shuunyuni

Project Coordinator | Namibia Housing Action Group | Windhoek, Namibia

This presentation explores community-driven housing solutions and informal settlement upgrading in Namibia, focusing on the resilience-building efforts of the Namibia Housing Action Group (NHAG) and the Shack Dwellers Federation of Namibia (SDFN). With over 40% of Namibia’s population living in informal settlements, limited access to land tenure, infrastructure, and financial resources remain key challenges. Through case studies, including the large-scale Freedom Land project in Gobabis, this study highlights participatory approaches such as savings groups, secure tenure initiatives, climate-resilient housing, and economic empowerment strategies. The Twahangana Fund is showcased as an innovative financing mechanism enabling affordable housing expansion. The outcomes demonstrate improved living conditions, strengthened community capacity, and scalable solutions for sustainable urban development. The presentation concludes with recommendations for scaling up informal settlement upgrading in alignment with national and international housing policies.
